Abstract

The paper analyzes the processes of interregional international cooperation. An author’s methodology was proposed for evaluation based
on the index method with an emphasis on priority areas for the development of science and technology (“smart specialization”). The strategically
important factors of influence on the innovation of the regions through the investment processes of foreign partners are identified.
