Abstract

The article presents the characteristics of the current state of the sphere of culture in Russia at the present
stage in terms of the network of organizations; the analysis of the federal budget expenditures on culture in the
present and in the medium term; revealed the role of tools of program-targeted budgeting in the financial support
of the industry; problems of functioning and financing of the cultural industry have been identified, ways of their
solution have been proposed.
