Abstract

The paper analyzes the factors of enhancing innovation in the context of a pandemic and in the post-pandemic
period of socio-economic development of national systems. The factors of innovative development of industrial
enterprises are systematized. A comparative analysis of the development of research and innovation activities of
countries is presented on the example of the Republic of Belarus and its main partners: the Russian Federation and
the People's Republic of China. A system for assessing the scientific, innovative potential of national systems is
proposed, on the basis of which country calculations are made. An algorithm has been developed for generating,
promoting and introducing scientific and innovative developments into the real sector of the economy in order to
maximize the use of intellectual resources.
