Abstract

The authors offer the development of the wholesome financial and economic mechanism. The main tasks of the
forestry subjects orientation at receiving a positive ‘‘balance’’ of cash flow are to decrease the tax burden and change the
system of the budget financing. The main directions of the institutional shifts in the forest conservation are the creation
of an effective economic system of forest resources reproduction, the formation of the prices control center, systems of
outsourcing, controlling, etc.
