Abstract

Each territorial community — residents of a village or a voluntary association of residents of several villages, towns and cities —
has the right for its own local self-government which solves problems of local value within the Constitution and law of Ukraine.

Local government plays an important role in the state system. A highly developed democratic state aiming to implement the
European standards of management has an independent and well-developed municipality. Independence of public authorities, the opportunity
to publish their regulations and solve important issues without the central government are foundation blocks of a strong state.

Consideration of the issue in historical perspective will allow to draw parallels and analyze the feasibility of legal reform in
Ukraine in general and local government normsetting in particular.
