INSURER AS A SUBJECT OF RELATIONS WITH VOLUNTARY MEDICAL INSURANCE

Abstract

The transition of the economy of the Republic of Belarus to market relations in many respects predetermined that there was a need to look for new sources of income to finance various socially important spheres of social relations which are regulated by the state. In this regard, the role of insurance has increased, which was seen not only as a mechanism to ensure the preservation of property losses, but also as a source of funding of various social institutions. The priority directions of the social policy of the Republic of Belarus are the protection of the health of citizens and the provision of quality medical care to them. At the same time, government obligations to provide the population with free medical care of the required volume and quality are currently not fully provided with financial resources. The growing public need for health services requires additional sources of financing which can be provided by health insurance, while securing state guarantees of citizens for free medical care.

In the article, on the basis of an analysis of the legal status of the insurer in relations with voluntary health insurance, it is proposed to supplement the Instruction on voluntary insurance of medical expenses, that was approved in resolution 74 by the Ministry of Finance of the Republic of Belarus on June 9, 2005, in terms of the definition of “insurer” which is formulated by the author.
