Abstract

The main objectives, priorities and tasks of the state policy in the sphere of culture during the period between
1991 and 2010 are reviewed in the article. The gradual transformation of cultural policy strategy is shown: it is based on
the analysis of legislation, social and economic development programs, branch programs and country leaders’ statements.
It has been concluded that during the period under consideration, the main objectives of the state in the sphere of culture
did not change much. The state was the main subject of cultural policy, as well as a guarantor of the preservation and
development of culture. The priority areas for their implementation were adjusted under the influence of socio-economic
processes. The significant impact on cultural processes was done with a change of political development vector. Based on
the analysis, three stages of the development strategies in cultural policy of the Republic of Belarus were singled out: the
national liberal (1991—1995), the transitional (1995—1999) and the eclectic stage (2000—2010).
