Abstract

The article discusses the issue of implementing the principle of constitutionality at the initial stages of the rule-making
process: at the stage of planning the rule-making activity and at the stage of the rule-making initiative. This article is a search for
new tools for the implementation of the principle of constitutionality at these stages. It was proposed directions for improving
constitutional planning and rule-making initiatives of the Constitutional Court of the Republic of Belarus.
