Abstract

The rapid development of the information legislation, its quantitative and qualitative growth, set before science the task
of developing the conceptual foundations of its formation as a system. In this regard, it becomes necessary to study this
normative array through the prism of systems theory. The purpose of this research paper in terms of systems theory is to
determine the factors influencing the construction of information legislation, to establish trends in its development and to
formulate the basic rules for its functioning as a systemic object. Based on the position of systems theory, the features of the
structure of information legislation as a complex array, its interaction with related industries and the use of public and private law
methods of legal regulation of information relations are characterized. As a result, the need for a scientifically grounded
classification of information as a doctrinal basis for determining the vector of transformation of information legislation is
identified. The author also has established the forms of interaction of information legislation with sectoral “information” blocks
and sectoral codes and has revealed the presence of a “double” dependence of these blocks and the features of the rules on the
ratio of general and special norms in this area.
