Abstract

The article examines the current problems of the development of Belarus, which needs to form an optimal stable system
of public administration. This system, responding to the main challenges of our time, in the ideological aspect should be imbued with a situational analysis of the dialectics of the relationship between law and order, security and stable development. As a priority, the implementation of the laws of social administration should be carried out on the basis of genuine democratic procedures. The
effectiveness of the management concept in the implementation of the national development of Belarus is influenced by the
inclusion of social institutions in the security context. The article is devoted to the analysis of these institutions, their functions
and capabilities.
