Abstract

Since ancient times a holiday has been an important component of culture. It has always been a significant phenomenon
both for all people and for each individual person. A holiday as a public activity at any time was an expression of profound
changes that took place in the values of the people. A decrease in the need for a holiday, a loss of attraction to it show that the
values reflected in a holiday are gradually losing their significance. At the same time the organization of a new holiday or the
revival of the experience of celebrating a previously noted phenomenon is believed to change the value priorities of people in the
state. This work shows how the formation of state and public holidays in the Republic of Belarus took place in the first years
after gaining independence as well as the role of public holidays in the formation of civil society in the Republic of Belarus.
