Abstract

Based on diplomatic correspondence, the article analyzes Russian and Austrian models of transformations in the
management system of the Belgrade pashalyk aimed at a peaceful settlement of the first Serbian uprising at its initial stage. The
introduction substantiates the relevance of the research, analyzes the main approaches to the study of this range of problems. In
the main part, the transformation projects are considered, their conceptual features that influenced the formation of the General
model are highlighted, and the reasons that influenced the implementation of specific projects are analyzed. Considerable
attention is paid to the disclosure of the goals, internal content and features of the policy of the powers in relation to the uprising
and the influence of European events on it. In conclusion, we draw a conclusion about the hierarchy of factors that influenced the
formation of both the Austrian and Russian models of transformation, and their influence on the specific proposals of Austria and
Russia for a peaceful settlement is reflected.
