Abstract

The article emphasizes the need to expand the study of the qualitative characteristics of the potential of the population
with disabilities, not only in medical, but also in demographic, economic, socio-cultural spheres. An attempt was
made to structure the problems of development of educational and labor components of the potential of the population
with disabilities. Rehabilitation is being researched as a possible mechanism for equalizing the opportunities for obtaining
vocational education, the realization of professional abilities in the labor activity of persons with disabilities.
