Abstract

The article presents the main stages of evolution of the content of the concept of “human capital”: innate abilities,
level of education and qualification; a complex of knowledge, skills and abilities; level of education, health-status and
socio-cultural component. The systematization of the directions of human capital research is presented. Five approaches
to the disclosure of the concept of “human capital” have been identified: historical, process, financial, virtual, and synergistic.
The role of human capital in the field of state and municipal management is highlighted, ensuring the application
of effective management decisions, flexibility, and responsiveness to external and internal environmental factors, as well as the novelty of the approaches used in order to increase the efficiency of economic, social, environmental, scientific,
technical, information and other spheres.
