Abstract

The article is devoted to the analysis of corruption manifestations that took place during recruitment in the Belarusian provinces in 1831—1856. The desire of representatives of the taxable estates to avoid 20 years of military service often led to bribes to officials responsible for conducting recruiting. The paper identifies the main forms of manifestation of corruption during recruitment. The main mechanisms of committing corruption crimes were found. In
addition, the factors that hindered the effective fight against corruption during recruitment were identified. It was concluded that the Russian government was primarily concerned with the timely delivery of the required number of
recruits. The fight against corruption was not a top priority for the authorities.
