Abstract

The article examines the correlation between labor disputes and conflicts of interest in labor legislation and civil
service regulations. The main positions on the inclusion or non-inclusion of official relations in the subject of labor law are
presented, based on this, the conclusion that agreements (contracts) on labor (service) with state civil servants are special
classes of labor contracts is reproduced, and public service experience is, as it were, in a state of bifurcation, branching,
division into parts (bifurcation). This article contains a discussion on whether the occurrence of labor disputes (conflicts) in
official relations affecting private and public interests can be considered justified, in this regard, the common features,
principles inherent in labor disputes and conflicts of interest are analyzed, their differences in subject composition, content,
and methods of resolution are revealed. The author comes to the conclusion about the possibility of combining labor
disputes and conflicts of interest in a single concept “labor disputes (conflicts)”, subdividing them into labor disputes
(conflicts) of certain categories of employees and labor disputes of civil service employees.
